Haley Rosenthal

Haley joined the firm as a law clerk in 2012 and became an Associate in 2014. Effective January 1, 2018, she was made a partner. Haley represents labor unions and their members in both the public and private sectors in bargaining contracts, labor arbitrations, unfair labor practice hearings, and representation matters.

 

Haley received her J.D. from the University of Oregon School of Law. While a law student, Haley was a law fellow with the Wayne Morse Center for Law and Politics, served as Co-Director of the Public Interest-Public Service Board, and was a member of the Oregon Law Review.

 

Before becoming an attorney, Haley worked as a union organizer and ran political campaigns for labor-endorsed candidates. Her experience in the labor movement guided her to a career in labor law.

 

Representative Cases

 

Service Employees International Union Local 503, Oregon Public Employees Union v. State of Oregon, Department of Revenue, UP-006-14 (2015). Successfully challenged the State’s failure to comply with a negotiated settlement agreement and to apply the terms of the agreement to all affected members. 

 

In 2015, represented 21-year maintenance worker in grievance arbitration challenging dismissal, winning reinstatement and back pay.

 

Also in 2015, represented city employee in grievance arbitration challenging a two-day suspension, winning back pay.

 

Professional Affiliations

 

Haley currently serves on the Oregon Employment Relations Board Rules Advisory Committee and is a co-planner for the Oregon State Bar Labor and Employment Boot Camp.
