Julie was born and raised in Pocatello, Idaho. She has lived in Idaho, Washington and Oregon for most of her life. Julie attended the Evergreen State College in Olympia, Washington, graduating in 1995. After working at the Washington Judicial Ethics Commission for a couple of years, she attended law school at the University of Utah College of Law (now the S.J. Quinney Law School). She obtained her J.D. in 2000.
Julie has practiced in a variety of legal settings and has a diverse legal background. Julie clerked in the Third District Court in Canyon County Idaho for two years following graduation. She then took a position as an Idaho Deputy State Appellate Public Defender, appearing before the Idaho Court of Appeals and Supreme Court on behalf of individuals convicted of felonies. In 2004, Julie became a Deputy Civil Prosecuting Attorney, practicing as corporate counsel for County. As Deputy Civil Prosecuting Attorney, she worked in several areas, including land use, drug asset forfeiture, indigent medical benefits, public information request responses and ultimately began specializing in employment law and tort defense.
In 2007, Julie entered federal service and became an Administrative Judge for the National Appeals Division of the U.S. Department of Agriculture. While serving in this position, Julie became active in the employees’ AFSCME local. She served on the bargaining team and progressed through leadership, serving as a regional E-board member, Vice-president, and President.
From December 2013-April 2019, Julie worked as an Administrative Law Judge before the Oregon Employment Relations Board, the body that adjudicates disputes between public employee unions and employers. As an Administrative Law Judge for the Board, Julie wrote recommended orders, proposing decisions in unfair labor practice cases, union representation disputes, and appeals under the State Personnel Relations Law.
